Speech Therapy IEP Goals: Examples I Actually Write

A speech therapy IEP goal is a promise to the team that you can measure progress. If the goal doesn't trace back to the data in the present levels statement and can't be probed in a 15-minute session, it isn't a goal — it's a wish. These are the five examples I keep going back to, one per core area of school-based service. Each one is paired with the PLOP data it came from, so you can see exactly how the goal is justified.


What every measurable speech therapy goal has to do

IDEA requires annual IEP goals to be measurable and to enable progress monitoring (34 CFR §300.320(a)(2)). In practice, every goal I write answers five questions:

  • Who? Name the student. Anonymous goals get pasted into the wrong file.
  • Does what? One observable behavior. Not "will improve" — "will produce", "will respond", "will initiate".
  • Under what conditions? Setting, prompt level, materials. A goal probed with maximum cueing is a different goal than one probed independently.
  • To what criterion? A number. Percentage, frequency, or rate — across how many opportunities and how many sessions.
  • Measured how? The probe tool. Data sheet, language sample, syllable count, structured observation.

Example 1 — Articulation

By the end of the IEP year, given a structured articulation probe of 20 single words and a 2-minute structured conversational sample, Marcus will produce /r/ in the initial position of single words with 80% accuracy across 3 consecutive probes, and in connected speech with 60% accuracy across 2 of 3 probes, as measured by clinician-collected data sheets.

Why this works: the conditions name the probe materials, the criterion is split across word level and connected speech (single words almost always generalize before conversation), and the measurement tool is the same probe you used at baseline. The Goldman-Fristoe-3 establishes the baseline (GFTA-3); the goal is probed with your own structured tool, not re-administering the standardized test.

Example 2 — Expressive Language

By the end of the IEP year, given a 50-utterance language sample collected during a wordless picture-book retell and a structured sentence-completion probe of 20 items, Aaliyah will produce regular past-tense verbs in obligatory contexts with 85% accuracy across 3 consecutive samples, and will produce complex sentences containing a subordinate clause in at least 25% of her utterances across 2 of 3 samples, as measured by language sample analysis and clinician transcription.

Why this works: it targets the two specific patterns the baseline sample showed (past-tense omission and limited subordination), and the measurement tool — a language sample — is the same one that produced the PLOP. Re-administering the CELF-5 every progress period is neither valid nor recommended (ASHA Practice Portal — Spoken Language Disorders).

Example 3 — Receptive Language

By the end of the IEP year, given a structured probe of 10 two- and three-step directions containing temporal vocabulary (before, after, while) and conditional vocabulary (unless, if/then), Diego will follow the directions accurately with 80% accuracy across 3 consecutive probes, requiring no more than one verbal repetition per direction, as measured by clinician-collected data sheets.

Why this works: the prompt level (one verbal repetition allowed) is explicit, so the data can't be inflated by uncounted cueing. The vocabulary list is in the goal itself — a substitute SLP could probe this on day one.

Example 4 — Pragmatic / Social Language

By the end of the IEP year, during structured 10-minute peer interactions with one familiar peer, Lily will respond on-topic to peer-initiated topic shifts within two conversational turns on 4 out of 5 opportunities across 3 consecutive sessions, as measured by clinician observation using a tally data sheet.

Why this works: the criterion is countable in real time without a stopwatch, the setting is reproducible week to week, and "on-topic within two turns" is operationally defined enough to score consistently. Pragmatic goals fall apart when the verb is "will improve" — replace it with one observable behavior you can tally.

Example 5 — Fluency

By the end of the IEP year, during a 5-minute structured conversational sample with the clinician, Jamal will independently use a self-selected fluency-shaping or stuttering-modification strategy (easy onset, light contact, or pull-out) on at least 80% of identified disfluencies across 3 consecutive samples, as measured by clinician syllable-count analysis.

Why this works: the goal targets strategy use, not a disfluency percentage. Targeting a percentage of disfluent syllables can pressure a student to mask stuttering rather than communicate — strategy use respects the student's communication while still being measurable (ASHA Practice Portal — Childhood Fluency Disorders).

Four patterns I see weaken an IEP goal

Watch out for these

  • "Will improve" verbs. If the verb is "improve", "increase", "develop", or "demonstrate progress in," the goal isn't measurable. Replace it with an observable behavior.
  • Criteria with no opportunity count. "80% accuracy" with no denominator means anything. "80% accuracy across 10 probe items in 3 of 3 sessions" is real.
  • Mismatched measurement. Goals that say "as measured by the CELF-5" are not defensible — standardized tests aren't progress-monitoring tools.
  • Goals that don't trace back to the PLOP. If the present levels never mentioned subordinate clauses, a subordinate-clause goal is unjustified. The PLOP is where the goal is born.
