Based on cross-linguistic acquisition data (McLeod & Crowe, 2018) — the age by which most children (90–100%) produce the sound correctly. Norms are a reference, not a cutoff: always weigh stimulability, intelligibility, error patterns, and the child's whole profile before making eligibility decisions.
